The person using pplive to view (downloading) the stream also uploads content at the same time. Thus many hundreds of people can watch the tv channel as everyone is contributing to the stream as they are watching. As one person starts to watch a channel, pplive uses the viewers internet connection to forward the stream, so they themselves then add to the pplive channels stream so the next person can watch and so on.
